Foreign nationals and stateless people ages 18 or older who were permanently residing in Transnistria on the date the decree took effect are eligible to apply for citizenship under the new procedure, according to the document, signed late Friday. Eligible applicants can skip Russian residency requirements as well as history and civic tests.
